The Networking AIDS Community of South Africa contracted Development Works in August 2009 to evaluate its 3-Tier Model.

The Networking AIDS Community of South Africa (NACOSA) seeks to contribute to reducing the impact of HIV and AIDS and TB through the implementation of a 3-Tier Model, which comprises of the following aspects:
•building capacity
•networking
•promoting dialogue

The Development Works evaluation team conducted interviews with and observations of 24 organisations to assess the level of organisational development and management capacity-building that had been facilitated.
